Unit 1 The Vehicle Immobiliser

This unit has been designed to provide the essential basic information, skills and knowledge required by an individual working as a vehicle immobiliser in the private security sector.

Together with Unit 2: Communication and Conflict Management it meets the requirements set by the Security Industry Authority to apply for a licence to practice.

Learners will investigate the roles and responsibilities of a vehicle immobiliser and gain an insight into the equipment that they will be required to use and how to affix it. They will need to be knowledgeable about the relevant legislation and its application in their sector, including having an awareness of the history of the service that will indicate why clamping is used.

They will examine the working practices with which they will have to comply when they are qualified and learn how to accurately complete all the appropriate documentation.

As vehicle immobilisation is a practical activity learners will be shown how to attach and dismantle a range of clamps and learn how to deal with towing away vehicles. There is also a small amount of specialist knowledge which they will be required to develop, including recognition of vehicle registration marks, signs, lines and signage required on enforcement vehicles.

They will also be taught how to take photographs covering information which may be needed at a later date in the event of an appeal by a customer. They will be taught how to use a radio, including the correct use of language and the phonetic alphabet. This unit has direct links with the Edexcel Level 2 NVQ in Controlling Parking Areas.

This unit presents opportunities to develop key skills in: communication, improving own learning and performance, problem solving and working with others. To achieve this unit a learner must:

  1. Investigate the roles and responsibilities of vehicle immobilisers.
  2. Examine working practices.
  3. Investigate practical vehicle immobilisation techniques.
  4. Explore the specialist knowledge required by vehicle immobilisers.

Unit 2: Communication and Conflict Management

The unit requires vehicle immobilisers to know how to minimise conflict in aggressive situations. This may include some physical contact with customers in certain situations.

The unit does not require vehicle immobilisers to acquire specific knowledge of physical intervention techniques. As a regulatory authority, the Security Industry Authority requires that vehicle immobilisers have the relevant level of competence to operate in a professional manner and increase public trust and confidence in those offering security services.

The standards specified do not preclude the right of vehicle immobilisers to defend themselves when faced with a threatening situation.

Learners are required to observe, discuss and participate in scenario situations requiring effective communication skills and conflict management. This is so that trainees become aware of situations likely to lead to conflict and can apply knowledge of effective communication and conflict management skills to these situations.

This unit has direct links with Edexcel Level 2 NVQ in Controlling Parking Areas and Level 2 ENTO National Occupational Standards and the SIA Standards of Behaviour for Vehicle Immobilisers.
